Newton County Jail binding 2015 budget

Something will have to give. The Newton County Quorum Court held a special meeting Monday morning, June 22, to look at county finances at the half-way mark of the fiscal year. A report presented by County Clerk Donnie Davis showed that the county jail has not only already used its budgeted amount of funds, but has fallen $14,541.30 in the hole.

The quorum court adopted a $1.7 million 2015 general operating budget which includes all county offices and services except for the county Road Department and the Newton County Library. Those entities operate with their own funds.

The county general budget is based on anticipated revenues, minus 10 percent that the county must hold back for reserves. According to the report, county general expenditures to date total $1,014,215.91. That includes transfers and appropriations to date of $15,598. County Judge Warren Campbell reminded justices of the peace that 10 percent of new and unappropriated income must also be held back.

The report shows the budget with a remaining balance of $846,972.43. Officials were reminded that the balance is not money in hand, but is money expected to come in before taxes are collected in October for next year’s budget.
