State officials say they want a firm grasp on public safety and a better hold on repeat offenders, but they're wrestling with an ever-increasing prison population with no release in sight. Every year millions more of taxpayer dollars are spent on Arkansas's Department of Corrections than the year before, according to figures from the department.
