Calif. Officers Asked To Renegotiate Contract
By KCRA
Published: 04/18/2003

California's prison officers were asked Thursday, during formal negotiations, to give up some of their pay.
The officers have a lucrative contract that will see their salaries grow by roughly one-third over the next five years.
Behind closed doors, high-stakes talks began Thursday at the headquarters of one of the state's most powerful unions. California correctional peace officers are being asked to reopen the contract they reached last year and take a voluntary pay cut.
'We're asking for people to understand that the state is in a crisis. And if we don't solve that, we're all going to be hurt by it,' state Department of Personnel Director Marty Morgenstern said.
'Clearly, correctional guards are well-compensated,' Gov. Gray Davis said.
KCRA's repeated efforts to reach union officials for comment have been unsuccessful. The officers are a generous source of campaign cash, heavily supporting Davis as he sought the governorship.
The correctional officers are just the first of 21 bargaining units that are being asked to renegotiate. The Davis administration's goal is to get back about $855 million, either in reduced pay or other reduced costs.
Other unions have made it clear they have no desire to cut their own pay.
The effort to cut pay is part of the governor's proposal to help erase a $35 billion budget shortfall -- a plan that includes $8 billion in taxes and $20 billion in reduced spending.
'Certainly, the governor has put education above everything else. But if other people in health care, employees unions and some of these other pieces don't come together, then there will be further cuts,' Davis spokesman Steve Maviglio said.
The exact raise that correctional officers are due in July isn't known since it's tied to the amount of pay being negotiated by the Los Angeles police and sheriff's unions.
