| Description: | POSITION TITLE: ASSISTANT FACILITY DIRECTOR (PROGRAMS) REPORTS TO: FACILITY DIRECTOR SALARY RANGE: $50,000.00 to $55,000.00 annually POSITION SUMMARY: Under limited supervision, position will implement operating procedures in the area of planning, organizing and directing the daily operation of the facility, provides direct supervision to supervisory staff, recruits hires, trains and supervises personnel in the Program Department, according to Cornell Company policies and procedures, and DSHS/TDCJ standards to ensure contract compliance. Oversees facility operations with special emphasis on Program measures policies, issues, and staff compliance. Must have a thorough knowledge of programming procedures relating to the needs of the client population. TYPICAL RESPONSIBILITIES AND DUTIES: Although it is not possible to provide an exhaustive list of all types of duties, responsibilities and responsibilities and performances standards, the following are the essential job functions: 1. Plan, organize, and direct the program and daily operations of the facility in a manner consistent with Cornell Companies' policies and procedures operational policies and in accordance with facility and state standards and policies. 2. Develop and implement programs specifically related to the sex offender, such as substance abuse, special needs, and any other related special programs as needed. 3. Develop and policies that enhance the professional development of the staff. 4. Supervise staff engaged in counseling, educational and recreational activities and training. 5. Plan, evaluate, and supervise duties and performances of staff in areas assigned to ensure performance standards are met. Use disciplinary action to correct unsatisfactory performance evaluations. 6. Provide guidance and training to supervisory staff on behavioral and disciplinary problems in order to coach improved performance. 7. Prepare written reports and correspondence to ensure that necessary management tools are available when needed. 8. Confer with judges, probation and parole officers, police, social agencies, community groups, etc., to interpret the institutional program and objectives and develop cooperative working relationships. 9. Acts as the facility liaison with outside agencies in the absence of the Facility Director. 10. Coordinates and supervises the daily operation of the facility in the absence of the Facility Director. 11. Conduct employment interviews and make hiring selection based on objective criteria and after having completed appropriate background and reference checks. 12. Conduct monthly staff meetings with program supervisory staff to ensure compliance with facility procedures, Cornell Companies' policies, DSHS, and TDCJ regulations, including but not limited to: urinalysis testing and resident movement in the community 13. Ensure program supervisory staff complete proper documentation and processing of incoming residents and for those being released per current procedures. 14. Maintain accurate records of all program equipment and conduct monthly inventories to ensure that equipment is proper and accounted for. 15. Investigate and respond to resident grievances in a timely manner. Ensure that logs are maintained on residents who have been served disciplinary reports for their infractions of facility rules and regulations and conduct resident disciplinary hearings. 16. Ensure that all residents' files are complete i.e., identification cards have been inserted in to their respective case file and ensure that residents are easily identified at all times. 17. Coordinate program demands with Facility Director in an emergency (e.g., absconder, fire, etc.) so that the safety of all staff and residents are assured. 18. Ensure that all employees participate in in-service training to meet the requirements for continued personal and professional development. (Full-time employees 40 hours per year and proportionate hours for all other classifications of employees.) 19. Participate in staff meetings by sharing observations and recommendations regarding the facility, residents, and staff in order to identify and solve problems and functions as unified teams. 20. Maintain confidentiality obtained through job duties regarding employees, vendors, residents, outside agencies, etc., so that sensitive information is only given on a "need to know" basis. 21. Communicate effectively with all levels of staff in a manner that promotes a team spirit and a sense of cooperation. 22. Comply with Cornell Companies, Inc. work rules and policies as explained in the company Employee Handbook, and the Facility Policies and Procedures Manual; and respond positively to directives from management in cooperative spirit to ensure conformance to standards. EDUCATION: LCDC (QCC) and/or degree in Social Services (Masters Preferred) EXPERIENCE: Three to four years supervisory experience in substance abuse treatment. Must be proficient in the TDCJ Specialized Programs/DSHS regulations and requirements. * Demonstrate supervision skills and knowledge of the criminal justice system * Must posses strong oral and written communication skills * Demonstrate team building work habits and strong interpersonal skills * Must posses the ability to exercise independent judgment and discretion * Must be able to work flexible schedules to meet the needs of the facility * Must be computer literate and proficient in word processing SKILLS/ABILITIES: Able to add, subtract, divide, multiply and calculate percentages: handle a variety of complex tasks; able to write clear and concise reports in English, using correct grammar; delegate, plan motivate, control schedule and train; effectively communicate with residents and staff; sufficient organizational skills to keep work flowing in an orderly manner. React quickly and appropriately in an emergency situation. WORK ENVIRONMENT: This is an Adult Male Residential Halfway Housing Facility. The facility also houses a Therapeutic Treatment Community for drug and alcohol treatment. JOB REQUIREMENTS: 1. Must be able to pass a background investigation, which includes NCIC and TCIC records checks. 2. Valid drivers license for state in which the facility is located. |
