Description:

PRRS is a Division of the Montgomery County Department of Correction and Rehabilitation that provides community-based reentry services to incarcerated individuals who are within one year of release. Nationally recognized for its work, PRRS administers both a fully accredited 173-bed Pre-Release Center (PRC) and a 45-person capacity Home Confinement program that allows clients to complete their sentences while living at home. The Deputy Chief of Program and Services (DCPS) is one of two senior managers who reports directly to the Division Chief, and is responsible for ensuring that the program delivers evidenced-based, high-quality, and consistent program and services to its clients. More specifically, the position supervises the screening and disciplinary processes, medical services, programs, volunteers, interns, and the Reentry Services Manager (RSM). In turn, the RSM supervises ten Case Managers and three Work Release Coordinators. The DCPS position plays a key role in developing strong partnerships with community-based service providers, parole and probation staff, universities, faith-based organizations, victim?s rights groups and other community organizations on behalf of the Division and the Department.

As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.

Prior to appointment, all applicants must successfully complete a comprehensive background investigation, psychological evaluation, medical examination and drug/alcohol screen.

Special Instructions: Experience: Five years of progressively responsible professional experience in community corrections. Education:

Graduation from an accredited college or university with a Bachelor's Degree. Equivalency: An equivalent combination of education and experience may be substituted.

In order to receive appropriate credit for experience please comprehensively addresses the following preferred criteria:

  1. Experience in providing and coordinating evidenced-based case management, medical, and programmatic services to clients with criminal histories in community-based settings.
  2. Experience developing formal and informal partnerships with government agencies and community-based providers to assist court-involved individuals reenter successfully back into their communities.
  3. Experience utilizing best practices to assist court-involved individuals find, secure, retain, and advance in jobs and careers.
  4. Supervisory experience using mission-focused performance-based outcomes.
  5. Experience developing, implementing, and managing programs including writing grant proposals and overseeing budgets and contracts.
