The Bexar County Jail Administrator is responsible for managing a 4,600-bed Adult Detention Center and Annex to ensure its safe, secure, efficient, and professional operation; leads, directs and supervises over 900 uniform and civilian employees; prepares annual budget in excess of $55 million dollars; responsible for strategic planning and policy development and collaborates with community groups and nonprofit organizations.

Responsibilities
The Jail Administrator is responsible for all jail operations, including security, booking, housing, classification, laundry, banking, commissary, property, inmate release, records, inmate grievance, inmate discipline, and inmate services. The position leads, supervises, trains, and evaluates approximately 900 uniform and civilian employees, including timekeeping, attendance, evaluations, promotions, and discipline in conjunction with the Collective Bargaining Agreement and Sheriff’s Civil Service Rules and Regulations; develops, implements and manages all levels of staff utilization and workforce effectiveness plans; directs the operation of the Adult Detention Facility and Annex within the scope of the approved budget, prepares the annual budget for the Adult Detention Center for the next fiscal year and analyzes costs and benefits of different levels of programs and operations. The Jail Administrator is responsible for the fiscal status of the operations of the Adult Detention Center and Annex; manages operations in adherence to all rules and regulations and policies of the Adult Detention Center, Bexar County Sheriff’s Office and applicable local, State and Federal laws; manages all aspects of contracted services in the Adult Detention Center including inmate housing, inmate food service, inmate commissary service, inmate health service, and alcohol and drug abuse screening.

The Jail Administrator must collaborate with University Health System medical providers for inmate medical health care day-to-day and long term needs; develops, implements, and directs all security incident and emergency security programs; develops, plans, and manages all inmate programs relating to work release, jail ministry, library services, and other inmate social service programs, including treatment programs relating to drug and alcohol abuse, family violence and mental health; works with the Sheriff, Chief Deputy, and other management staff of the Sheriff’s Office to develop Office-wide planning and program development. The position is responsible for communications with outside agencies and administrators regarding the operations of the Adult Detention Center including the District Attorney’s Office, the Texas Commission on Jail Standards, the Texas Department of Criminal Justice, the Federal Bureau of Investigation, Homeland Security, and the U.S. Marshal’s Office; collaboration with community nonprofit organizations for development of inmate treatment programs; coordination of all training and promotion, including oversight of employee certification programs; organization and implementation of program changes in the Adult Detention Center.

Requirements
Potential candidates must have graduated from an accredited college or university with a Bachelor’s degree in Criminal Justice, Public Administration, Business Management, or other managerial field; 10 years of supervisory or managerial experience and 5 years’ experience working in jail administration; or a combination of education and experience. Must have the knowledge of the principles and practices of business management, public administration, and jail administration; knowledge of the principles and practices of management and supervision in order to effectively operate a bureau within the Sheriff's Office; knowledge of pertinent federal, state, and county laws and codes; knowledge of the principles and practices of budget formulation and execution in order to plan for and oversee the financial operation of a bureau; and knowledge of the principles and practices of collective bargaining and good personnel (human resources) management in order to effectively deploy human capital.

Must possess skills in creating and maintaining effective working relationships both within and outside the Sheriff's Office; and skill in communicating with a variety of agencies, administrators (stakeholders) regarding Bexar County Sheriff’s Office operations, e.g. Texas Department of Criminal Justice, Texas Commission on Jail Standards, Federal Bureau of Investigation, Homeland Security, the Bexar County District Attorney’s Office, San Antonio Police Department, University Health System, various law enforcement agencies, members of the clergy, medical professionals, regulatory organizations.

Candidates must have the ability to lead and retain motivated employees; ability to conduct complex analytical studies of agency operations and functions, using a wide variety of specialized computer systems to prepare data for program evaluation (data-driven decision making); ability to make verbal and written presentations in a clear and concise manner; ability to plan and organize manpower and financial resources into an effective and efficient organization; ability to evaluate situations, based on training and experience, and make good decisions; and ability to establish and maintain effective working relationships with subordinates, co-workers, other County employees, Department/Division Heads, Elected/Appointed Officials, outside agencies and the general public. Candidates must meet the physical requirements to include occasional lifting/carrying of 5-10 lbs.; visual acuity, speech, and hearing; and hand and eye coordination and manual dexterity necessary to operate computer keyboard and basic office equipment. Other essential functions would require candidates to walk, sit, stand, bend, and reach; must pass a psychological examination and a criminal background check by the Sheriff’s Office; must pass certification as a Texas Jailer by TCLEOSE within 1 year of hire date and maintain certification, and must have a valid driver’s license.

This position will be required to work more than 40 hours during the workweek including weekends and holidays. Working conditions are primarily in an office within a jail environment with occasional exposure to irate or hostile individuals. Experience in working with a unionized workforce is preferred.
