Description: | The Project Manager (PM) is responsible for a project at a DHS/ICE Special Processing Center government facility. The PM provides overall management and coordination of the task order and shall act as the central point of contact with the Government. Also, the PM is responsible for all the activities associated with armed and unarmed contract guard services on specific programs. Additionally, the PM is responsible for implementing corporate policies and procedures through key management personnel at multiple job sites. ESSENTIAL FUNCTIONS: • Provide a “single-point-of-contact” coordination with the Government, and execution of ICE and ERO directives • Ensures that PBNDS 2011 and American Correctional Association (ACA) standards are communicated to the workforce, and that PNDS 2011 and ACA performance-based standards are met in every aspect of the Contractor’s services • Provide direction to the workforce to achieve ICE and ERO metrics • Meet weekly with the Contracting Officers Representative (COR) to review the Contractor’s performance and plan improvements • Confirm the Contractor is in compliance with the staffing plan • Provide effective administrative support • Ensure the QCP is executed effectively • Monitor Supervisory Detention Officer performance • Ensure Facility Security and Control performance measures are achieved • Ensure delivery of a Monthly Activity Report that summarizes the Contractor’s staffing, activities and performance for the contract’s previous month period • Other duties as assigned KNOWLEDGE, SKILLS AND ABILITIES: • Knowledgeable of PBNDS 2011/American Correctional Association (ACA) and ICE National Detention Standards (NDS) and requirements • Current membership in the American Correctional Association will need to be obtained when hired • Able to speak, read, write and understand English • Ability to pass the medical examination, physical agility test and firearms qualifications • History of making appropriate, prudent recommendations relevant to verification and implementation of policy and procedure, devising employment terms, compensation factors, developing budgets, labor regulations and labor contract terms • Strong leadership, interpersonal, and communication skills • Strong presentation skills to include written and oral skills • Experience with quality assurance and compliance program development, planning and inspections • Demonstrate a passion to work for a company that values leadership, empowerment, flexibility, and an entrepreneurial spirit • Knowledge of and ability to perform on-site drug testing • Must have the ability to multi-task while managing a heavy workload • Working experience of Microsoft Office, including web-based information collection skills. In depth knowledge of Microsoft Excel is highly desirable • Ability to work and collaborate with employees at all levels and with different, unrelated disciplines • Must have demonstrated the ability to develop security related proposals, work plans, staff scheduling, work with estimators to prepare bids including cost and schedule input, and then to successfully implement the plans • Ability to learn assessment and analysis of budget, expenditure, wage and salary reports, quality control, analysis, and testing systems • Ability to maintain a professional personal appearance and calm demeanor • Ability to maintain confidentiality QUALIFICATIONS: • Bachelor’s degree in an appropriate discipline (degree requirement may be satisfied with a minimum of 10 years of relevant work experience in the detention /correctional field that includes at least 5 years of administrative/managerial/supervisory experience at a detention/correctional facility) • Five or more years of related administrative experience and experience with program objectives, policies, procedures, and requirement for managing a secure detention/correctional facility • Knowledge and understanding of ACA standards and requirements • Specialized knowledge, licenses, certifications, etc. required at time of hire: ACA membership, Company Principal, Security Agency Manager, Security Officer Qualified, etc. depending on states current projects are located to allow proper oversight of contracts • U.S. citizen and must have resided in the United States of America for three out of the last five years • Obtain and maintain a DHS/ICE government clearance • Pass a criminal background and consumer credit check (no criminal record) • Pass all pre-employment and random drug tests • Pass a medical examination and meet health requirements • At least 21 years of age • Possess a valid state driver's license Preferred: • Prior military, security, corrections or law enforcement management and leadership experience • Bilingual We are a Federal Contractor and comply with the Vietnam Era Veterans Readjustment Assistance Act (VEVRAA).
