Description: GENERAL SUMMARY
Plans, manages, and evaluates the operations of alternative sentencing programs offered through the Ada County Sheriff’s Office, and inmate reentry programs within the Ada County Jail; projects revenue, evaluates needs and monitors budgetary expenditures; guides others to achieve the goals and objectives of these programs; maintains relationships with local businesses, community organizations, law enforcement and judicial agencies.

ESSENTIAL FUNCTIONS
  • Manages community-based correctional alternative to jail incarceration programs for inmates assigned to the Ada County Sheriff’s Office;
  • Manages the operation of the Community Work Release Center;
  • Facilitates communication with the court and judicial stakeholders about the requirements and options available through alternative sentencing placements, and the substance abuse and behavioral change programs for successful sentencing and programs placement of inmates within the Ada County Jail;
  • Collaborates with the courts to ensure best practices are being followed for case management of offenders;
  • Develops, implements, and enforces procedures and policies for the operation of the Alternative Sentencing and Jail Programs;
  • Ensures that rules and laws governing inmates assigned to these programs are being carried out and assures that their individual statutory and constitutional rights are maintained;
  • Provides guidance, sets objectives and influences others to attain the program goals;
  • Ensures employee compliance with agency standards relating to policies, procedures and training requirements;
  • Ensures organizational compliance with laws, policies, and procedures;
  • Reviews and evaluates employees’ performance, resolves issues, and recommends personnel actions;
  • Gathers data, analyzes and makes recommendations regarding budgetary needs of programs;
  • Monitors, projects, and evaluates revenue and expenditures;
  • Serves as a liaison with local judicial district judges, attorneys and probation officers;
  • Provides oversight of offender reentry case management strategies within the jail;
  • Oversees the Jail Volunteer Program;
  • Oversees the jail’s compliance with laws directing certain inmates’ access to education resources;
  • Oversees the Jail Learning Center; and
  • Provides or arranges for training for security staff who will supervise jail reentry housing units.
ADDITIONAL FUNCTIONS
  • Makes public presentations as necessary;
  • Performs related functions as required.
JOB REQUIREMENTS
  • Bachelor’s degree in Social Science, Business Management, or other related field or equivalent combination of education and experience;
  • A minimum of three years of previous management experience;
  • Previous experience working in a law enforcement environment preferred;
  • Knowledge of common business practices;
  • Knowledge of risk management and safety principles;
  • Knowledge of best practices in offender reentry systems;
  • Knowledge of basic accounting principles;
  • Knowledge of evaluating and projecting revenues and expenditures;
  • Knowledge of criminal justice procedures and correctional philosophies and securities as they apply to the Ada County Sheriff’s Office;
  • Skill in managing, supervising and motivating employees;
  • Skill in providing effective administration;
  • Skill in peacefully resolving conflict and diffusing tense situations;
  • Ability to interpret and apply agency policies;
  • Ability to communicate effectively verbally and in writing;
  • Ability to analyze data, draw conclusions and implement changes;
  • Ability to project an image of self-confidence and control; and
  • Ability to maintain effective working relationships.
OTHER REQUIREMENTS
  • Must appear before an oral board and complete a polygraph and background investigation prior to entrance on duty;
  • The incumbent must attend regular staff meetings and work in conjunction with the staff of the Ada County Sheriff’s Office;
  • The incumbent must also adhere to agency policies and procedures;
  • This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing.
WORK ENVIRONMENT AND PHYSICAL DEMANDS:
  • Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;
  • May be required to lift up to 20 lbs.;
  • Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.
Preference in appointment will be given to eligible veterans.
