This position is grant funded and will be abolished when the grant is terminated or ends (approximately one year). The person selected to provide this service to the Colorado Department of Corrections (CDOC) will be required to sign a purchase agreement/personal services contract. This is a purchased service and the selected leased worker will not be an employee of the CDOC and will not have rights to a position. The Independent Contractor (leased worker) will be responsible for paying for their own taxes, benefits, and insurance. This funding is expected to end on September 25, 2015.

DESCRIPTION OF JOB:

Correctional Industries International Correctional Management Training Center hosts and trains many different country’s prison personnel. The position is located in Canon City, CO. Canon City, and the Royal Gorge Region is located just two hours south of Denver and 45-minutes southwest of Colorado Springs. This highly specialized position will develop curriculum and will work directly with International Narcotics and Law Enforcement (INL) and its federal inter agency partners (US Federal Bureau of Prisons {FBOP} and Department of Defense {DOD}) to draft lesson plans, prepare training to qualify staff from INL, DOD, FBOP, and CDOC to provide innovative, up-to-date training.

The overall mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL) is to minimize the impact of international crime and illegal drugs on the United States, its citizens, and partner nations by providing effective foreign assistance and fostering global cooperation. This position will provide specific training curricula or venues to properly train international delegates, correctional staff, law enforcement and military units in effective methods to combat external threats and prison attacks in foreign environments. In addition, the position will study how to properly conduct standard vulnerability assessments. This assignment will include developing a program designed to address these needs by providing training to respond to threats of external attacks against prison facilities and prisoner transport in high threat (kinetic) environments such as Afghanistan, Iraq, and Nigeria, and Mexico. Additional courses will need to be developed to enhance force protection measures, security threat group intelligence operations, and additional information for high risk transportations. In preparation for the actual training the development of curriculum, training of instructors, development of assessment tools and metrics must be completed and accepted by INL. The training materials must be developed to the level where the participants will have the ability to develop sustainable systems and programs in their countries.

A curriculum development plan will contain benchmarks and time lines. All curricula and course material shall be submitted to INL for review and approval. Training courses will include, but not be limited to:
  • Prison Design/Construction;
  • Internal Security and Control;
  • Staffing Analysis;
  • Emergency Response;
  • Prisoner Transport (Basic and High Risk);
  • Emergency Planning;
  • Security Threat Group Management;
  • Security Technology;
  • Tactical Operations;
  • Vulnerability Assessments;
  • Standard Minimum Rules for the Treatment of Prisoners;
  • Corrections in a High Threat Environment;
  • Visitation;
  • Mitigating Inter agency Coordination;
  • Internal Affairs;
  • Crimes Against Staff/Families;
  • Post-escape Plans.

MINIMUM QUALIFICATIONS, SUBSTITUTIONS, CONDITIONS OF EMPLOYMENT & APPEAL RIGHTS:

Graduation from an accredited college or university with a focus on curriculum development and instructional design. (must attached college transcripts in order to receive credit).

AND:
  1. Senior level experience in a domestic corrections and/or law enforcement agency in a position involved in emergency management and emergency response.
  2. Five years of experience curriculum development and instructional design in corrections, law enforcement, or military.
Desired Qualifications:
  • Experience in force protection, base defense, and/or anti-terrorism operations either military or law enforcement including tactical movements and response.
  • Experience in executive protection in high threat environments including emergency vehicle operations, convoy operations, etc.
  • Experience working in high threat environments overseas with a preference for locations with active combat/counter insurgency operations.
  • Knowledge of explosives, improvised explosive devices (IED) and counter-IED operations.
  • Knowledge of the typical law enforcement use of force options such as defensive tactics, impact weapons, electronic immobilizes, chemical munitions, and firearms.
  • Knowledge of firearms training and range operations.
  • Extensive experience training adults (especially of diverse cultures).
  • Training international students.
