Description: This is a corporate position. Work is performed under the supervision of the Executive Vice President (EVP)/Chief Administrative Officer (CAO)/Chief Human Resource Officer (CHRO). The Director of Training and Quality Assurance will create and develop the training curriculum and facilitate and supervise training, for employees at Reynolds & Associates, Inc. (R&A) and Rehabilitation Services, Inc. (RSI). This position works with senior management and provides major input to the refinement of hiring & recruiting practices, employment retention and development of new training policies & programs.

Parameters of the Position

Guidelines include Reynolds & Associates, Inc./Rehabilitation Services, Inc., Operations Manual, Employee Handbook, contract governed documents (Statement of Work, Program statements), of all contracting agencies, such as The Federal Bureau of Prisons (BOP) and The District of Columbia Department of Corrections (DCDC), and their principles, techniques and methodologies of prison and community correctional administration and programming; criminal and civil codes of the Federal and local governments; and the expressed views, philosophies and opinions of the President & CEO. The Director of Training and Quality Assurance ensures compliance to all policies and procedures.

The Director of Training and Quality Assurance must:
  • Have the ability to observe the day-to-day operations of the residential re-entry centers at all locations and provide sound recommendations for improvements at each facility;
  • Be responsible for establishing a quality assurance system and team that promotes customer satisfaction, in order to positively impact the financial performance of the companies;
  • Apply proven analytical and problem-solving skills to help validate processes through careful auditing in order to maximize the benefit of business investments.
  • Submit monthly internal audit reports and monitor quality of data input by staff & management to ensure adherence to contractor requirements.
  • Be able to make recommendations on the operations of the facilities to meet program goals and objectives, appropriate to the needs of the returning citizens/clients and the contracting sources.
  • Initiate and implement quality improvement activities as appropriate, to raise the performance of the companies’ employees.
  • Educate and train employees on an on-going basis, and monitor the impact of their work performance, in the overall quality management system.
  • Ensure that the training is aligned with the companies’ mission, vision and goals and is measured through Evidence Based Practices.
  • Demonstrate a professional knowledge of the principles, methods, and techniques of training, personnel and program development.
  • Must be the company expert in the SecurManage system and serve as liaison between the vendor and the companies owned and/or managed by R&A and RSI and be responsible for oversight, updates and improvements for overall operations of the SecurManage System.
  • Participating in all off-site trainings by BOP, DCDC, American Corrections Association (ACA), Prison Rape Elimination Act (PREA), Occupational Safety and Health Administration (OSA+HA), Evidence Based Practices (EBP), etc. as necessary.
  • Spend the designated amount of time at each location to assure that these job requirements are met.
Duties and Responsibilities

The Director of Training is responsible for:
  • Participating in the budget and tracking and providing overall recommendations.
  • Planning, organizing, and leading a wide range of training activities, including facilitation of new hire training & orientation.
  • Arranging on-the-job and in-service training for all employees.
  • Helping employees maintain and improve their job skills, and prepare for jobs requiring greater skill with cross training techniques.
  • Training supervisors/managers on how to improve their interpersonal skills in order to deal effectively with employees.
  • Coordinating with HR to set-up individualized training plans as required, to strengthen an employee's existing skills or teach new ones.
  • Coordinating with HR and Chief Operating Officer (COO), to set up leadership development programs among employees in lower level positions.
  • Ensuring and Maintaining compliance with external auditing sources such as BOP, DCDC, ACA, PREA, etc.
  • Leading programs to assist employees with transitions in SecurManage, R3M, VeriTracks systems, etc.
  • Conferring with management to develop tools to identify and assess training needs within the entire organization.
  • Coordinating with HR Liaisons to develop training schedules for each facility.
  • Developing, writing and/or revising training programs in conjunction with other staff and approval from the EVP or COO.
  • Maintaining all training materials and other pertinent information as it relates to schedules, presentation, etc.
  • Preparing and administering assessments to evaluate training effectiveness.
  • Administering surveys, gathering and analyzing the data in support of trainings, proposed projects and systems requirements.
  • Other duties as assigned.
Education and Qualification
The Director of Training and Quality Assurance must possess a bachelor’s degree with special related work in instruction or training or equivalent knowledge and a minimum of three (3) years of experience in the operations of a Residential Reentry Center. Relevant experience, commensurate with education, can be substituted for a degree. Must be willing to travel to all R&A and RSI facilities, as required. Must be highly skilled in Microsoft Word, Excel, PowerPoint, etc., and display the ability to format and create documents, reports and charts independently. Must have a valid driver’s license, a good driving record and a reliable method of transportation.

Clearance
Employees assigned to this position, must satisfy all requirements under the contracts with applicable federal state and local government agencies. All employees must pass an NCIC criminal record background check, after conditional offer of employment. Each employee will be fingerprinted by the Bureau of Prisons staff and/or a designee, and is subject to investigation.
