Wash. County Wants Jail Population Reduced By 400 Inmates

A plan to cut the average King County daily jail population by 400 inmates by 2003 will become part of the county budget proposal to be offered by County Executive Ron Sims this fall.
The reduction in inmates could cut jail costs by more than $15 million a year.
The alternatives to jail include a day-reporting center, electronic home detention, more treatment programs and work crews.
Sims said he would make a $4 million proposal in the 2003 budget, to be presented to the Metropolitan King County Council in mid-October, that will call for establishing a Community Corrections Division as part of the Department of Adult and Juvenile Detention.
Money for the new operations and programs will come largely from the closing of the Cedar Hills Addiction Treatment Facility in Maple Valley and the North Rehabilitation Facility in North Seattle, said Sims. The plan would spend the money in part for treatment programs based in the west wing of the downtown jail and would continue spending for treatment services at the Regional Justice Center in Kent. The plan notes that treatment programs housed separately in jails have shown high rates of success.
The plan has been in the works over the past several months by the county's Criminal Justice Council in response to ongoing budget problems. The council consists of representatives from major criminal-justice agencies, including the superior and district courts, the sheriff and prosecuting attorney's office.
