N.H. Inmate Charged in Jail Beating

A 24-year-old man has been charged with beating a fellow inmate at the Strafford County jail.
Authorities said Elvis Burke, formerly of Milton, has been charged with assault by a prisoner. They said he already was in jail for a sexual assault charge and was being held on $50,000 bail.
Police said Ley Choeupp, 37, was beaten at the jail on September 21. Choeupp was convicted two days earlier of nine counts of first-degree assault for severely abusing his infant daughter.
Dover police Sgt. Thomas Stinglen said the assault is believed to have been motivated by the child abuse conviction. He said both inmates were housed in the jail's maximum-security unit, and others heard Burke threatening Choeupp earlier.
Choeupp's daughter is almost 3 years old and suffers from severe brain injuries that left her with seizures and diminished cognitive skills. She also suffered from seven broken bones.
''Mr. Burke ran from his cell to the victim's cell where he started pounding him with his fists,'' Stinglen said. He said Choeupp was struck several times in the head.
Burke faces 31/2 to 7 years in prison if convicted.
