Open Prison System Proposed in Africa

The prisons department will adopt an open prison system where prisoners serve without strict surveillance.
The open prison system, that has been successful in India, is based on the concept of dynamic security in that prisoners serve their sentences without strict surveillance and the prison is not fenced.
The Commissioner of Prisons, Mr Abraham Kamakil, in a statement recently said under the system, the prisoners work on farms and supervise themselves with minimal administrative involvement of officers. Kamakil said after working on the prison farms, the prisoners still go out and work outside the prison and return since they live with their families for the duration of their sentence.
In preparation for the new system to be adopted, the Prisons department is sending six of its senior officers at the end of this week to Rajasthan, India for a one-week study tour.
Kamakil said the main purpose of sending the six to India is to allow them to study the model of open prisons system in practice in the State of Rajasthan with a view to replicating it in Kenya to help ease congestion in the country's penal institutions.
