N.C. Sheriff Demotes Jail Staffers as Probe of Inmate 'Sexcapades' Ends

The investigation into the early-September inmate 'sexcapades' in the Person County, N.C., Jail is now complete and three members of the jail staff have been disciplined for not fully carrying out their duties.
A full report of the investigation is now in the hands of District Attorney Joe Brewer, who will determine if any criminal charges are to follow.
Criminal charges have already been filed against a dozen jail inmates. Some were charged in connection with an alleged break-in of the jail's canteen or food service area. It was that break-in, authorities have alleged, that allowed some male and female inmates to mingle and to perform various sex acts in the canteen. Others have been charged with participating in the sex acts.
A primary point of the investigation was to uncover the source of marijuana that reportedly found its way into the jail and was used by male inmates to barter for sexual favors from female inmates. That investigative focus intensified after one of the allegedly involved inmates made a call to a radio morning program broadcast and alleged that 'a jailer' had supplied the marijuana.
This week, the sheriff commented on the report and on disciplinary action taken against three members of the jail staff.
'...The two inmates that we were going to give the polygraph - one backed out, said he was lying and that he did not see any officer pass any drugs (as had been claimed to investigators). The other one failed the polygraph miserably.
'We did not administer the polygraph to any of my (jail) officers. There were two of my officers accused and they were standing by to take the polygraph test. They had indicated they would be willing to do that.'
Oakley said that he has found no cause for any criminal action against any officer, but he said that disciplinary action is being taken against three jail officers.
Oakley said that the disciplinary actions consist of 'demotions in rank.'
