CDC Probes Officer's Conduct

The California Department of Corrections is investigating reports of sex acts between a prison officer and as many as seven inmates at the California Institution for Women state prison. 
CDC internal affairs investigators obtained a warrant late last month to seize the cellular and residential telephone records of the correctional officer, 28-year-old Francisco Sanchez of Moreno Valley, court records show. 
The telephone records may hold evidence of illegal communication between the officer and inmates, CDC investigators claim in a search warrant affidavit. 
Internal affairs investigators are also examining inmate claims that Sanchez provided drugs, tobacco and other contraband as rewards to prisoners who had sex with him. 
A spokesman for the prison did not return phone calls Wednesday seeking comment on the status of the investigation. 
The investigation into Sanchez started in March after an inmate reported in February that Sanchez bit her lip on one occasion and inserted his tongue into her mouth on another. At least three other inmates also claimed that the officer forced them to have sex or perform sex acts, according to the affidavit. 
Other prisoners claimed to have witnessed sex acts between Sanchez and inmates. 
Several inmates also reported that they exchanged telephone numbers with the officer prior to their parole. 
Communicating with a prisoner without permission of a supervising officer is a misdemeanor under the California Penal Code. 
Officials from the San Bernardino County District Attorney's Office said Wednesday that the Department of Corrections has not yet submitted a case against Sanchez for consideration of criminal charges. 
District Attorney's records show that prosecutors rejected a misconduct-related case against him a year ago. 
Sanchez was not reached for comment Wednesday. 
Sanchez is at least the second staffer from the women's prison investigated on suspicion of sexual misconduct this year. 
Criminal charges are currently pending against Jasper Ayala, a now-retired prison lieutenant accused of coercing an inmate to perform a sex act on him.
