KY. Governor Releasing More Inmates

A second round of inmates will be released from incarceration more than four months before the end of their sentences this week as Kentucky's Gov. Paul Patton struggles to cope with a state budget deficit. 
The 328 inmates will be released Friday, an average of 136 days before the end of their sentences. Like the first group of 567 inmates released last month, the felons will be released primarily from county jails, but also state prisons and halfway houses. 
Gov. Patton warned that releases could take place periodically as the judicial system sends more convicted felons to jail, where the state doesn't have space or the money to pay for county jail cells. 
Also like the first round, the inmates will be nonviolent offenders and specifically exclude sexual offenders and repeat drunken drivers. The second round, though, covers inmates who have longer time to run on their sentences. The first group was released with an average of 88 days before the end of their sentences. 
As with the first group, part of the governor's order commuting their sentences is that the early release time will be added to any sentences they receive for new offenses. 
Mr. Patton has been criticized by prosecutors, law enforcement officers and some legislators for the early release. At least one inmate released early is already back in custody, charged with bank robbery. 
'This continues to be a very difficult decision, but one that is absolutely necessary as a part of the solution to Kentucky's severe fiscal revenue shortfalls,' Mr. Patton said
