Parents file lawsuit over son's suicide in prison

The parents of a Pennsylvania State University student from Pottstown who hanged himself in prison have filed a federal lawsuit, saying the prison and its staff should have taken greater precautions to prevent their son's suicide.
The family of Timothy M. Kulp filed the suit in U.S. District Court in Williamsport days before the two-year anniversary of their son's death. The suit was filed against Centre County Prison, 14 county employees, and two counseling organizations.
Kulp, 18, was jailed Aug. 26, 2001, for allegedly entering unlocked university dorm rooms and indecently touching three women in their beds, according to court records. He was discovered unconscious in his cell Aug. 27 and died at a hospital the next day.
Prison warden David Immel has said his staff checked on Kulp more than once an hour, and prison workers have been quoted that Kulp answered 'no' when repeatedly asked if he had suicidal thoughts.
