| Florida's Starke Prison Set to Get First Black Warden |

The new head of Florida's prison system is expected to announce that he is appointing the first black warden for Florida State Prison near Raiford. James V. Crosby Jr., the recently appointed secretary of the Department of Corrections, is scheduled to formally announce this morning two executive promotions to fill jobs he previously held. Those close to the officials involved said Joseph E. Thompson will take over at the state's most well-known prison, largely because it is the home of Florida's death chamber. Thompson would be the first black warden at FSP since the prison was built in 1961. The prison has 737 beds, a staff of 574 people and is one of the highest security prisons in Florida. Thompson is best known to corrections officers and officials in the Panhandle, where he spent several years directing security and institutional management in Region I. He was promoted to warden at Madison Correctional Institution in Madison in 1999. Those who have reported to Thompson said he was fair and has a no-nonsense approach to dealing with problems. Some inmates at FSP have already learned about how far they can push Thompson. Although he was on annual leave two years ago when 134 inmates refused to participate in work squads at Madison, Thompson was a part of the decision-making progress that had them transferred to FSP. Thompson will replace Brad Carter at FSP as Carter steps up into Crosby's most recent post - director of Region II. Carter was one of Florida's youngest-ever wardens when he was 32 years old and accepted his first warden's post at Lancaster Correctional Institution outside Trenton in 1988. He has since run a handful of other state prisons and is recognized for his work conducting audits for national accreditation agencies at prisons around the country. |
