Two Walker County jail officers, one of whom was a supervisor, have been dismissed and charged with sodomy associated with two female inmates. Kevin Williams, 25, was charged with four counts of sodomy, and Vance Hinch, 24, was booked on one count of sodomy, Walker County Sheriff Steve Wilson said March 5. Williams was a floor supervisor who had worked in the Walker County Sheriff's Department for about two years. Hinch was an employee for about nine months, Wilson said. Williams and Hinch were released on their own recognizance by Walker Chief Magistrate Jerry Day, Wilson said. Their arraignment is scheduled for May 16 in Walker County Superior Court. Wilson said both men were married at the time of their arrest. 'I am shocked, hurt and disappointed at the conduct of Williams and Hinch,' Wilson said in a prepared statement. 'Both young officers had a promising law enforcement career ahead of them before this unfortunate incident occurred.' Wilson said an officer reported to him after another female inmate complained about the situation. Wilson said within five minutes of receiving the information, he called the Georgia Bureau of Investigation Feb. 28 to launch an internal investigation. Wilson said the sexual encounters between the former officers and female inmates were consensual. Cigarettes may have been used as a bartering tool, he said, but drugs are not suspected in the case. The investigation indicates the first sexual contact occurred in late October in a medical aid room. 'One of the most difficult assignments that we, as law enforcement officers, is having to police our own employees when they are in violation of the law,' Wilson said. 'In this case, we dealt with it in a swift manner as the law prescribes.' Wilson said all new officers are told about the dangers of sexual contact with inmates in a state-mandated education program and again by himself before they go on active duty. He said this is the first such case of his tenure. |
