| Texas Eases Prisons, Education Funding Cut |

Texas House budget writers went on a spending spree of sorts by restoring billions of dollars to health and human services, education and prisons to ease deep cuts earlier proposed to plug a $9.9 billion shortfall. The Appropriations Committee approved $350 million in additional funding for the Texas Department of Criminal Justice, which would allow probation programs to be returned in the 2004-05 budget. Sex and drug offender treatment programs previously axed also were brought back, as were some 2,000 probation officer jobs. But the department still saw $250 million in slashed spending to administration, mental health programs, jobs and other areas. 'Even with the significant budgetary cuts, the criminal justice system is intact,' said Rep. Sylvester Turner, chairman of the budget criminal justice subcommittee. 'It is working. It is functional. Judges can have faith in it, but more importantly than that, the people in the state of Texas can have faith that our system in providing them security is online and is held together,' said Turner, D-Houston. Turner was among those who said previously proposed cuts of $600 million would dismantle the state's already crowded prison system and put public safety at risk. |
