As 300 Los Angeles County jail inmates got an early release over the weekend, the 18,880 inmates still in custody awoke Monday to the soggy reality of Sheriff Lee Baca's continuing budget cuts: A breakfast of cold cereal and milk rather than the usual hot oatmeal and turkey sausage. The new breakfast menu is expected to trim $1 million from the Sheriff's Department's $23 million annual food budget. That breaks down to about 25 cents off the $2.45- to $2.60-a-day cost of feeding inmates. Lt. Alice Scott said the meals still provide inmates with the same nutritional value as before the breakfast change. 'Most people at home eat a cold breakfast,' Scott said. 'Very few people eat a hot meal for breakfast.' Scott also said all dinners include a meat product. As Baca faces up to $143 million in budget cuts this year, not only has he eliminated hot breakfasts, he has begun the early release of inmates who have served 40 percent to 50 percent of their sentences, which is expected to save $17 million a year. Under the early release program, Baca expects to turn loose 2,600 inmates, reducing the jail population to 17,500. Last summer, Baca began releasing hundreds of inmates after they served 70 percent of their sentences for misdemeanor convictions. The department expects to release about 100 to 150 inmates a day, including those who have served less than 40 percent to 50 percent of their sentence, but who are deemed a low risk to the community. Those inmates will be released early to house arrest and work-release programs. He added that inmates convicted of robbery, carjacking, child and spousal abuse, arson and parole violations are disqualified from the program. |
