Two Ariz. Inmates Sentenced on Escape Charges
By Arizona Department of Corrections
Published: 04/14/2003

Two Arizona Department of Corrections inmates received their sentencing April 3 for escape charges relating to two separate incidents.
Inmate James R. Duncan, 38, who escaped last March from the Newton County Correctional Center in Newton, Texas, a private prison under contract to Correctional Services Corporation (CSC), received two 10-year sentences for escape and burglary. The sentences are to run concurrent and not consecutively.
Prior to his escape, Duncan served four years of a seven 1/2-year sentence for armed robbery and burglary. Duncan escaped from the Texas facility by cutting a hole in the perimeter fence, and was found seven days later near the correctional center. Inmate Duncan's incarceration in the Texas facility is a result of the Arizona Legislature directing funding for the remainder of the fiscal year to place inmates in private prison beds, including out-of-state.
Inmate Chester Wilson, 42, was also sentenced for escape in the second degree, a class five felony, and received an additional 1.5 years added to his current sentence. Inmate Wilson had escaped from an outside work crew during May 2002, aided by an accomplice. After an investigative search lasting several months, Inmate Wilson was apprehended without incident.
Wilson already was serving a six-year sentence for fraudulent schemes and forgery. The Department of Corrections routinely seeks prosecution for escape, and upon conviction, additional time added to the inmate's current sentence.
