Inmates Right To Public Records Defined By Court

The Maryland Court of Special Appeals has ruled that prison inmates do not have unlimited access to public records under the state Public Information Act.
The court ruled that inmates have to follow rules laid down by the warden, the Department of Corrections and the Inmate Grievance Office before turning to the courts for help.
The decision involved an inmate at the Western Correctional Institution in Cumberland who wanted to see copies of the prison's health care contract and other records. He sued because he felt the system did not move fast enough to answer his request.
The Court of Special Appeals upheld a lower court decision that the inmate had to take his complaint through channels before turning to the court for a remedy.
