Officials Break Up Drug Operation Into Halawa Prison

Federal authorities and the Honolulu Police Department have apparently broken up a conduit for drugs getting into Halawa prison by arresting one Halawa officer and a local attorney.
The case began with an inmate who told authorities he knew about officers and a local attorney bringing in drugs to Halawa inmates.
The attorney charged in federal court is Thomas Stephen Leong. The FBI said he talked about delivering two ounces of crystal methamphetamine to a prison officer to be delivered to inmates.
Also charged in federal court is Halawa prison officer Melvin Moisa, who bought drugs at the request of another inmate who was helping the police.
Police also charged former officer Richard Brooks. Brooks bail is $200,00.
Federal Prosecutors said they were pleased to break this case.
'Anytime we see evidence of drugs entering a correctional facility it's going to be taken seriously,' said federal prosecutor Michael Seabright. 'Anytime an officer of the court or a public servant abused their positions its a matter obviously that would be looked at seriously.'
Meanwhile, sources said the Honolulu Police Department has also begun making arrests in the case. They have made at least two so far, but neither man has been charged. Officials said other arrests are pending.
The case was investigated and executed without state prison officials being told what was happening. The new warden at Halawa prison, Clayton Frank, said he was not aware of the case at all, but did know that none of his officers was arrested at the prison.
