A man who killed his sister at age 14 has been released from a Pennsylvania prison, ending a sentence that his parents were forced to help pay for. A judge released 20-year-old Nathan Norcross from juvenile prison Jan. 22 and ruled he could live with an uncle until he turns 21 in August. Norcross, then 14, shot his 12-year-old sister, Shauna, in 1997 because she threatened to reveal his plot to kill his mother's former fiancé. The state's welfare code gives counties authority to demand payment from parents of juvenile criminals until they are 21. Authorities forced his divorced parents, Beatrice and Charles Norcross, to pay to incarcerate their daughter's killer. In fighting the action, their attorneys argued the payments were unnecessary and callous since the two also were the parents of the victim. They argued that legislators and judges never intended for parents to have to pay to imprison a child who killed another of their children. The mother paid $230 a month while the father paid an additional $300 a month toward. The state Superior Court ruled last February that they would have to keep paying their son's prison costs. The court ruled they had no legal basis to object to the payments and said the law would need to be changed by the Legislature to allow judges to consider cases like the Norcrosses'. The state Supreme Court declined to hear an appeal. |
