Last Thursday, Minnesota Governor Tim Pawlenty outlined a proposal for dealing with sex offenders - a plan he "absolutely believes" will make a difference. The governor plans to use his 2004 bonding bill to set aside $122 million to enhance Minnesota's prison system. Among the improvements - longer sentences without release for the most serious sexual predators - longer and tougher sentences for sex crimes - and proactive tracking of sexual predators. Under his plan - Pawlenty would implement 24-hour satellite surveillance for violent criminals. But local women's advocates wish some of the money set aside for corrections could instead be used to help victims of sexual assault. Candy Harshner, Executive Director of PAVSA in Duluth, says the governor should focus more on prevention - and wishes some of the money allocated for corrections could be used for programs at nonprofits like CASDA. The Department of Corrections will get nearly every cent of the $122 million it asked for from the state. The majority of the money will be used to buy prison beds. |
