Ex-inmate Sues Jail Over Shock from Electrical Outlet

A Greenville, S.C., man says he sustained an electric shock but never received proper medical treatment while housed at the Greenville County Detention Center last year, according to a lawsuit filed in Circuit Court. 
William E. Mills Jr. is suing the detention center for unspecified damages. He has requested a jury trial. 
Greenville County Attorney Jay Tothacer declined to comment, citing pending litigation. 
The suit states that a Family Court judge sentenced Mills to the detention center for failure to pay required fees. 
According to the lawsuit, he was there on June 29, 2002, when he got out of a chair in a multi-purpose room and his leg touched two live wires sticking out from an electrical wall outlet. 
An electric current coursed through him, causing him to shake and preventing him from talking, according to the lawsuit. Mills grabbed a man on the arm for help but the electricity traveled into that man as well, so he stepped away. Mills fell back and became fixed to a metal window for several minutes, according to the lawsuit. 
An employee took a rubber-encased electrical cord from a vacuum cleaner and wrapped it around Mills' waist and arms and then pulled him from the wall. 
The suit says the detention center was aware of the exposed wires and failed to fix them. It also says that Mills was taken, by wheelchair, to an isolation room but didn't receive medical care other than a nurse checking his blood pressure. 
He was returned to his original cell the next day without receiving treatment, according to the lawsuit. It also says detention center employees denied him the opportunity to call relatives. He was released on July 1 after his mother paid the necessary fees for his release, it says.
