Canadian Prison System Faulted

The Correctional Service of Canada is failing its female inmates by not providing meaningful work behind bars and tailor-making rehabilitation programs, says Auditor General Sheila Fraser.
While CSC has made 'significant improvements' in the conditions for women prisoners in the last 12 years, Fraser said some critical areas still need work.
There are few work opportunities for incarcerated women, and CSC has not implemented a substance abuse program specifically suited to women's needs, she said.
Fraser also recommended CSC boost its use of temporary absences, work releases and special release provisions for aboriginal women to help female offenders maintain positive contacts in the community.
