Ill. Inmate Inadvertently Released from Prison

A 22-year-old man charged last week with attempted murder was paroled from prison June 23 through a 'mix-up,' East Peoria Police Chief Ed Papis said last week. 
Artemis Jackson still was serving a sentence at a southern Illinois prison for an unrelated incident when he was charged recently with attempted first-degree murder. Jackson allegedly shot an employee at Steak 'n Shake on June 9, 2002 - just two weeks before he went to prison for aggravated battery to a pregnant woman. 
'I have no idea what happened,' Papis said. 'All we know is there was some sort of mix-up.' 
Theoretically, Jackson should have been transferred directly from the prison to Tazewell County Jail, or at least held briefly until Tazewell County sheriff's deputies or East Peoria police could take him into custody. Fortunately, Jackson peacefully surrendered to police about 11:30 a.m. June 24. 
Illinois Department of Corrections spokesman Brian Fairchild said last week that he knew of no reason Jackson shouldn't have been paroled, but was unable to access certain records. 
'According to what I'm looking at here, there was no reason for him not to parole out,' he said. 
Fairchild added that before anyone is released or paroled from prison, they are checked for active warrants, which should have raised a red flag for Jackson, he said. 
It was unclear last week who was to fault for the mix-up. 
The attempted murder charge Jackson now faces carries a sentence punishable by up to 30 years in prison. His bond was set at $50,000.
