Calif. Highway Patrol, Prison Officers Notified Of Possible Layoffs

Nearly 370 California Highway Patrol officers are being sent notices they could be laid off this fall because of the state's dire fiscal condition. 
The surplus notices are being issued to nearly 10,000 state workers this month employed at more than 70 of the state's 150 departments. 
The notices will not necessarily result in layoffs, but Governor Davis is telling unions the alternative is saving $855 million from employees' salaries. 
The California State Employees Association is accusing the Department of Corrections with unfair labor practices for sending surplus notices to about 330 prison teachers instead of prison officers. 
But the department says it's about to send similar notices to about 2,500 officers and parole officers.
