Texas Jail Phone System Going Down

The inmate phone system at the 6-month-old Miller County Jail is about to be disconnected, an official said recently.
Jail Administrator Jeff Black got the go-ahead July 21 from the Miller County Quorum Court to cancel the contract with Inmate Communications Co. in favor of a system with more controls over inmate calls.
This move is expected to take place as soon as possible, officials said. Several third party calls made by inmates have resulted in high bills for residents in Miller County exchanges 653, 691 and in Garland City.
Black said inmates have been calling people, pretending to be police officers and telling people about bad accidents involving their relatives to get them to accept collect charges of nearly $13 per minute.
Black said installing a new system as soon as possible was necessary because Inmate Communications had not been helpful about the situation.
'Since Jan. 1 we have contacted (the company) 40-50 times and we're not getting any cooperation,' Black said. 'I feel like we need to take some kind of action to correct this. I feel like we need to cut off the phones tomorrow. Inmate Communications will not cut them off because then they won't get any money.'
A new contract with a different company is in the works.
Black said the company plans to remove the Inmate Communications equipment, box it up and install a new system.
He said canceling the existing contract with the company, partially owned by Jimmy McCauley, would not affect the new 911 system, also a McCauley venture.
McCauley was recently arrested on felony theft charges involving contracts with the county. The investigation is pending.
