Report Shows Gaps in Alabama Inmate Health Care

A state-ordered study of medical care in Alabama prisons has found problems including backlogs in dental services and the improper handling of medicines.
A lawyer representing inmates said the report confirmed what she called 'serious deficiencies' in the system.
The reports, released February 6, were ordered last year by Gov. Don Siegelman's administration to assess prisoner medical services provided by Birmingham-based Naphcare, a company hired to care for inmates.
The Siegelman administration refused to release the results of the study, performed at eight Alabama prisons last summer, but Gov. Bob Riley's administration made them public.
The audits by Chicago-based Jacqueline Moore and Associates show problems including a backlog of up to six weeks in dental services at Tutwiler Prison for Women. A backlog of 160 inmates waited for dental care at Donaldson Correction Facility in Jefferson County.
The report said there were some 1,400 doses of controlled substances stored in the health service administrator's office at St. Clair Correctional Facility 'that were not counted or recorded.'
At Staton Correctional Facility in Elmore County, 40 percent of the medical staff positions, including that of the physician and six nurses, were reported vacant.
At Kilby Correctional Facility near Montgomery, an inmate with HIV had been waiting more than 20 days for transfer to an assigned prison, and the warden said such transfers could take up to eight weeks.
Treatment of AIDS patients is delayed, the report stated, until the inmate is transferred, which 'could cause mutations in the HIV virus, which would later be resistant to treatment.'
Attorney Tamara Serwer of the Southern Center for Human Rights, which is representing Alabama inmates in a federal lawsuit over prison conditions, said the report confirmed problems.
'This is totally consistent with what the prisoners have been telling us, that they have to wait for weeks for dental services, for things such as abscesses which are so painful that some of the women are pulling their own teeth,' she said.
Prison system spokesman Brian Corbett said he could not confirm whether problems outlined in the reports had been corrected.
