| Report: Prison Company Failed to Disclose Lobbying Activity |

A preliminary review of a private prison company's records indicates that company officials did not properly disclose payments for meals and other items used to develop ties with state lawmakers. New York's Lobbying Commission has determined that Correctional Services Corp. of Sarasota, Fla., did not disclose that a former vice president, Franklin Chris Jackson, treated several lawmakers to more than 100 meals and provided them with transportation between Albany and New York. ''There is lots of information, and it is going to take us quite a bit of time to go through it,'' David Grandeau, the Lobbying Commission's executive director, told The New York Times in Thursday editions. ''But it's clear from a brief perusal that their filings in 2000 and 2001 were not accurate and need to be amended.'' Correctional Services Corp. is expected to face a fine for failing to regularly disclose its lobbying expenses, a violation of the law, the paper said. The company has sought state contracts to operate halfway houses for recently released prison inmates. Assemblyman Roger Green of Brooklyn, former State Senator Larry Seabrook of the Bronx, who is now a City Councilman, and former Assemblywoman Gloria Davis of the Bronx, are among those who received favors from the company. Davis recently pleaded guilty to bribery in an unrelated case. On one occasion, Jackson also paid for dinner for former state comptroller Carl McCall, the New York Post reported, citing company records. The records also show that Seabrook received a $200 plane ticket to Washington. The commission has threatened to subpoena Jackson, who has declined to be interviewed by the commission. His lawyer has told the commission that Jackson is unable to provide testimony because he is terminally ill with cancer, the Times reported. |
