Sex Offenders Stuck in Iowa Prison Due to Law
By Associated Press
Published: 08/18/2003

Five sex offenders in Iowa who've finished serving their time are stuck in prisons and halfway houses at taxpayers' expense. That's because they can't find housing that complies with the state's residency law, which is being challenged in court.
The state's nine prisons responded to an agency survey requested by The Associated Press. It asked for the number of prisoners who were granted release but couldn't leave because they find housing that's 2,000 feet away from a school or day care.
Of another 19 residential programs run by the corrections department, about half responded to the survey -- three offenders were stuck in Waterloo; Des Moines and Ottumwa had one each.
Last month, a federal judge blocked the enforcement of the law. The order came in a lawsuit filed by the Iowa Civil Liberties Union on behalf of about 45-hundred sex offenders subject to the restriction.
