Bill bans sex between prison inmates, officers

Sexual contact between officers and inmates will be explicitly banned and registry requirements for sex offenders will be strengthened under legislation signed by Wisconsin's governor yesterday. 
Gov. Jim Doyle signed six bills Wednesday, including one to make window peeping a specific crime. 
He said the legislation was intended to enhance public safety and make sure offenders are held responsible for their crimes. 
Wisconsin was one of only four states that did not explicitly prohibit sexual conduct between prison and jail staff members and inmates. 
Under the measure, any prison or jail officers, social workers or other criminal justice officials who engage in sexual conduct with inmates they supervise will be guilty of a Class C felony punishable by up to 40 years in prison and a fine of up to $100,000. 
The legislation was spurred by reports that an officer at Taycheeda Correctional Institute impregnated an inmate. 
The sex offender registry bills prohibit those registered as sex offenders from changing their names, minimizing the chance they can hide. The charge increases for a felony sex offender who fails to register to a felony. 
Rep. Mark Gundrum, R-New Berlin, said the legislation will make it harder for sex offenders to move into Wisconsin neighborhoods undetected. 
Doyle also signed a bill that will decrease prescription drug costs in the Department of Corrections and make changes to the state's open enrollment program that allows students to attend the school of their choice.
