| FBI investigates alleged jail beatings |

The FBI is investigating the Dougherty County, Ga., Jail after jail officers allegedly beat a man unconscious with a pair of handcuffs and knocked a woman's tooth out. Four jail officers are charged in the beatings - two for carrying out the beatings and two more for helping cover up the violent episodes. In the first case, Stephanie Henry is accused of grabbing inmate Nancy Eldeek in March 2002, choking her and knocking out one of her teeth. According to court papers, Henry then conspired with other officers to submit false reports about the incident. In those reports, they wrote that Eldeek had charged at Henry, requiring the officer to use force. Those officers also face criminal charges. The second beating happened four months later, when Cpl. Santos Ruisgonzales allegedly beat inmate Kelvin Boyd unconscious with a pair of handcuffs as other inmates watched. Ruisgonzales is also accused of trying to cover up the beating by getting other officers to falsely report that Boyd attacked Ruisgonzales and was accidentally knocked unconscious. All four jailers have been suspended without pay. Their charges range from deprivation of rights under color of law to witness tampering. Jail spokesman Lt. Lance Montgerard said the FBI and U.S. Department of Justice are investigating the beatings. When their investigations are complete, the Doughtery Jail will do its own review, Montgerard said. |
