Wisconsin's toughest prison will give inmates ice chips and cool showers on days when the heat index exceeds 90 degrees under an agreement a federal judge has signed. Attorney Ed Garvey, who represents the inmates, said they were emergency measures to cool off inmates as they push the state to air condition their cells as part of a deal to settle a lawsuit they filed over living conditions. The state has estimated it would cost $700,000 to install air conditioning for the inmates at the prison in Boscobel. Former Gov. Scott McCallum reached an agreement with inmates last year to end the lawsuit they filed over living conditions at the former Supermax prison, which the state touted as the ultimate facility to house Wisconsin's worst criminals when it opened in 1997. The agreement to end the lawsuit promised to change the name, build outdoor exercise areas and expand face-to-face visits with friends and family members. The settlement also requires that cells be no hotter than 80 to 84 degrees during heat waves. Under the agreement, U.S. District Judge Barbara Crabb signed Tuesday, the prison will: Provide inmates ice chips or cubes at approximately noon, 3 p.m. and 6 p.m. every day the heat index for Boscobel exceeds 90 degrees as reported by the National Weather Service. Inmates will be allowed one cool shower daily on such days. The prison will closely monitor the condition of inmates on psychotropic medications, who can be adversely affected by hot weather. Garvey said there is no agreement yet with state officials over air conditioning the cells |
