Jail Tour Designed to Reach At-Risk Juveniles, Turn Them Around

Even as overall crime is on a downswing, juvenile crime is increasing. A two-year-old program at the Dorchester County (S.C.) Jail is attempting to reach those teenagers at risk before they get swept up in a system that rarely rehabilitates.
The 'reality program' at the jail is designed to let juveniles know what may be in their future if they don't change the direction they're headed.
The program is officially called the Dorchester County Sheriff's Office Juvenile Offender Prevention Orientation Program. It can be mandated by the court, school, counselors or simply by parents who feel that their child needs a reality check.
The program is a long morning of viewing booking procedures, orange jumpsuits and plastic flip flops, manacles and restraint chairs, followed by graphic descriptions of body searches, house rules and then some quiet time alone in a cell.
No snacks are permitted during the day, with peanut butter on stale bread and watered down Kool Aid as a 'take it or leave it' lunch.
Chief Jail Administrator John 'Barney' Barnes emphasizes that his isn't a 'Scared Straight' program to frighten the teenagers into better behavior, 'because those types of programs just don't work. We find that positive feedback works much better, and we try and assure these kids that they can succeed in life, but not the way they're headed. And then we explain authority to them.'
Barnes has seen that simply having someone in a uniform showing concern for the juveniles makes an impact. The officers heading up the program explain to the kids that their behavior is leading toward certain consequences, and that they're not going to like those consequences, he said.
Sgt. Gerald Gretsch conducts many of the tours, given mostly to boys in their mid-teens or younger. He says they've had boys as young as eight or nine years old, and even at that age some are already impossible to reach.
'You have to get them before they've gone through the system,' Gretsch said, 'but you can see even some of the young ones already have an attitude. Maybe they have siblings or a parent in jail, and there's already such a problem with authority that it's just like talking to a brick wall.'
Parents or officerians sign a form that authorizes the sheriff's office to be in charge of the child for a certain period of time. That way, the juvenile can legally spend the day in an adult facility.
Children deemed to be at risk can be required to take the tour by counselors such as Terrell Pinckney, who's been utilizing the tours for his clients for almost a year.
'Most of the kids I deal with haven't been in jail yet, and I'm trying to let them know what could happen. It's very educational,' he said.
Pinckney works in Charleston County, but brings his clients to the Dorchester County Jail because he likes the program, the flexible schedule and the interaction first hand with the inmates. He says that he may not see the difference in the kids right away, but he's had several of the boys call him back months later to thank him for the tour. The Dorchester County Sheriff's program has so impressed the counselor that he will be including it on all his treatment plans from now on.
Lt. James Washington conducts some of the tours, and also works with the juveniles' parents on things they can do at home to be more effective. The number one piece of advice that the jailors have for parents is to spend more time with their children. Washington said a large majority of the kids they see don't have a father in the house, or both parents are working and don't have the time or energy to do things with their children. And, he says, an idle child may very well get into trouble.
From his perspective, Barnes says the main problem isn't the breakdown of the family, but a lack of formation of a family to begin with.
'If a parent cares enough to bring their child to us, they're doing it because they're concerned and at their wit's end on how to handle that child. We talk to the parent and get an idea of what the kid's been up to, and then try to spend the day having a positive impact on them.'
The officers don't shout at the kids, but they don't pull any punches, either. They give them an opportunity to talk with some of the state prison inmates that work at the jail, and learn that the prisoners haven't seen their friends or family for years, and it may be a decade before they're able to even go out for a hamburger or stay up late.
The state prisoners usually stress what a privilege it is for them to be able to work at the jail, because prison is much harsher.
Barnes said the program stresses to the youth that they're on their way to trouble, and that they may wind up 'in a place like this' if they don't change their behavior and think about the consequences of their actions.
With the juvenile crime rates continuing to rise, the Dorchester County Sheriff's Department hopes to be proactive in not just housing criminals but making a difference in their lives.
'We hope that the tours might be one of the things that would turn a life around,' Barnes said. 'Most kids could use more love and time with their parents. We do all we can to make the kids realize that they are the ones who are responsible for their actions, and we let them know that we've always got room here for one more.'
