Schwarzenegger Looks at Reducing Calif. Prison Population

In a dramatic shift from his predecessor's policies, Governor Schwarzenegger is proposing creation of a commission to study closing some California prisons.
The governor is proposing a cut in the state corrections budget and is predicting the state's prison population will decrease.
Under previous governors, including Gray Davis, California has long emphasized tough sentencing laws and as a result has expanded its prison population and the construction of prisons.
"Thus far there hasn't been a political will to implement what the people want and that is a shift and maybe in this administration we're beginning to see a willingness to follow what the people want in regards to prisons and that's a reduction in the reliance on prisons," said Rose Braz, of Critical Resistance, an Oakland based group that opposes prison expansion nationwide.
So far, Schwarzenegger has refused contributions from the powerful prison officer's union.
Aides to the new governor also agree the state's parole system needs to be changed to deal with the number of people released.
