Officials Question Juvenile Transfers From Conn. Facility

Connecticut's attorney general and child advocate are questioning the out-of-state transfers of some girls at the Long Lane juvenile detention center, scheduled to close February 28.
A total of 44 girls will have been moved from the school, including five to out-of-state facilities. Many of the girls were headed to community-based treatment centers in the state.
Attorney General Richard Blumenthal and Child Adovcate Jeanne Milstein said the transfer of one girl to South Carolina would prevent her from being with her baby, who is to remain in Connecticut.
The two officials also asked Department of Children and Families Commissioner Kristine Ragaglia to detail arrangements for family visits and family therapy for girls leaving Connecticut.
''We are very concerned that some of these girls may experience behavioral crises in the transition, especially to out-of-state facilities,'' Blumenthal and Milstein wrote. ''At this point, DCF needs to immediately and urgently assess the needs of each girl who remains at Long Lane School and properly address them.''
Ragaglia, whose term ended Febraury 28, issued a written statement defending the transfers.
''Our staff did a great job to ensure that the girls receive the particular forms of help they needed,'' she said in a prepared statement. ''This marks the beginning of a truly treatment-based approach to helping these girls.''
She refused, through a spokesman, to rebut the specific criticism by Blumenthal and Milstein.
DCF announced in November it would close Long Lane, which opened in 1870. It was Connecticut's only high-security facility for girls younger than 16 who were convicted of crimes.
Milstein's office had found safety problems during an investigation of a 15-year-old girl's suicide attempt in September.
