| Overcrowding, Ill Treatment Seen in Czech Jails |

The European Committee against Torture last week painted a bleak picture of overcrowding and ill treatment in Czech prisons. In a report published with the agreement of Czech authorities, it said its experts noted unacceptable overcrowding in prisons they visited two years ago. Conditions were particularly grim for illegal immigrants being held pending expulsion at Prague-Kongresova prison. The detainees could not see the light of day and were held for up to 30 days without going outdoors. The committee also criticized Czech law for authorizing the use of chains, dogs and water cannon to control detainees. Testimonies backed up by medical reports said detainees were tied up and beaten with sticks. The committee, which is part of the 40-nation Council of Europe human rights watchdog, said Prague had pledged to house illegal immigrants in a new detention center under construction and to review expulsion procedures. |
