Ariz. Rejects Housing Prisoners in Mexico

A state Senate panel on Friday narrowly rejected a proposal to have a private prison built in Mexico to house some of Arizona's Mexican prisoners. 
Supporters said the initiative would have saved money in construction and operations costs while allowing Mexican inmates to serve time in their homeland. 
Legal questions sank the bill in the Senate Appropriations Committee, which rejected it in a 7-6 vote. 
Critics said problems would arise from a U.S.-Mexico treaty that requires an inmate's consent to be transferred to another country. Most Mexican prisoners, they argued, would object to being sent home. 
Republican state Sen. Slade Mead also wondered what the state's liability would be if a Mexican prison employee killed a prisoner. 
'The lawsuits here are going to be quite exciting,' Mead said in deliberations Friday. 
The state has more than 3,100 prisoners who are Mexican nationals, or 10.5 percent of the state's prison population. 
The Mexico prison idea was proposed in the 1990s but shelved, partly due to legal concerns. It was revived this year as a proposal to help cover budget shortfalls.
