The Pa. State Supreme Court has ordered a new review of post-trial claims made by a death-row inmate who shot an insurance salesman five times for insulting him and his Rottweiler. Charles H. 'Skip' Brown's current lawyer said he hopes to prove the trial was unfairly influenced when the judge cited defense attorney Jean E. Purnell for contempt four times and jailed her twice. Brown, 47, was on probation for a 1973 murder when his dog snapped at 43-year-old Richard Bethel on a Philadelphia street late on Christmas night 1990. The trial judge, Ricardo C. Jackson, dismissed Brown's post-conviction appeal in 1998 but without holding a hearing or issuing a written explanation. The case was subsequently returned to Philadelphia Common Pleas Court. |
