The state has lifted its five-month freeze on new inmates at the Florida Institute for Girls, the state's only prison for female juvenile criminals. Admissions resumed even with persistent staff turnover problems and continued reports of incidents between inmates and guards at the maximum-security prison. Florida Juvenile Justice Secretary Bill Bankhead froze admissions at the prison in July after a series of reports that included arms broken during confrontations and allegations of sex between guards and inmates. Other girls attempted suicide, attacked their officers and repeatedly accused staff of abusing them, according to reports. Bankhead also stepped up state oversight of the prison, which is west of West Palm Beach, and placed a ban on the restraint technique used in both cases in which girls suffered broken arms. |
