Two Virginia Beach lawmakers have suggested a way for Virginia to put empty state prison beds to good use. Del. Leo C. Wardrup Jr. said that Afghan detainees in Cuba might be the right fit. Virginia has generated money over the past couple of years by housing federal prisoners and charging Uncle Sam a per-day rate. But with four federal prisons scheduled to open, including one in Petersburg, those prisoners will leave the system and Virginia will have empty beds. |
