Police Cameras To Monitor Prisoners, Officers

The Honolulu Police Department plans to upgrade and expand the number of video surveillance cameras in cellblocks at Oahu's police stations.
The program is designed to protect prisoners from abuse and defend police officers against frivolous lawsuits.
The city budget includes $210,000 for 110 new video cameras at cellblocks around the island.
Some of the cameras will replace aging video gear, while others will expand video coverage of cellblocks, including entrances and exits.
Council members said they're often frustrated by what they said are frivolous lawsuits filed by prisoners who allege police abuse.
The lawsuits would be easier to defend if there was a video record of a prisoner's handling, according to officials.
Council members hope the new cameras will prevent officers from abusing prisoners.
In recent years, police brutality cases at cellblocks have cost taxpayers hundreds of thousands of dollars.
The city paid one man $317,000 after several officers beat him up in the main cellblock in 1995.
That same year, another costly beating occurred. Three men sued the city, and got $325,000 in settlements. Three police officers went to federal prison in that case.
