Tagging To Be More Widely Used To Cut Prison Overcrowding |

Electronic tagging will be more widely used to cut serious overcrowding in Britain's prisons, Home Secretary David Blunkett said recently. The decision is expected to shorten sentences for thousands of prisoners, including those convicted of burglary and drug offenses, by up to two months. Blunkett said electronic tags - which allow authorities to monitor released offenders' movements - should be the first option for those serving short sentences. He said just two percent of tagged offenders - who are required to observe nighttime curfews - re-offend while under surveillance, compared with 56 percent of prisoners overall. Despite a rise in the number of prison spots over the past five years, the system was still 'miles off' being able to meet the demand. Blunkett said. Instead of giving released prisoners a bag full of their belongings, 'and simply dumping them out of the door - which regrettably for short term prisoners is what we do - we actually tag them, we follow them, we make sure that in the two months that they have been released early they are curfewed and if they break that curfew they are back inside,' he said. Blunkett acknowledged that while overall crime levels were falling, there had been a particular problem with street crime. The Home Office says that between Jan. 28, 1999 and Dec. 31 last year, 44,082 prisoners were tagged and required to observe curfews. During that time, 671 of them committed 1,235 offenses, most of them minor. |
