| Inmate Who Escaped From R.I. Statehouse Work Detail Had Violent History |

Rhode Island Department of Corrections officials say they did not know that a minimum-security inmate who escaped from work detail at the Statehouse had a violent criminal history. Allen W. Gibbs, 25, of Centerville, Mass., escaped last week from the Statehouse, where he was working while serving an 18-month sentence for conspiracy to commit breaking and entering. He is still at large. The Providence Journal reported that Gibbs has a four-page criminal record, including a conviction of assault and battery with a dangerous weapon for a December 1995 incident on Cape Cod. Department of Corrections criteria states inmates working in ''highly sensitive locations'' should not have any convictions for crimes of violence or weapons-related offenses. Corrections Director A.T. Wall said he thought the state's minimum security prison was checking out-of-state criminal records of inmates assigned to sensitive locations such as the Statehouse. In fact, the checks were not being made at all, said department spokesman Albert A. Bucci Jr. ''If we knew what we know today, (Gibbs) would not have been assigned to the Statehouse work crew,'' Bucci said. Gibbs was one of three inmates assigned to the night crew on Friday when he escaped. Capitol Police Chief Stephen G. Tocco said the inmates do an excellent job of keeping the Statehouse clean, but he's concerned that a violent inmate slipped through the screening process. |
