| Handcuffed, Shackled Inmate Escapes Unnoticed |

Jair Ramirez was dressed in a yellow prison jumpsuit and bound by leg shackles and handcuffs linked by a chain around his belly. But when he walked off the grounds of Hartford (Conn.) Correctional Center on Tuesday night, no one noticed. And when officials finally realized he was gone, Ramirez could not be found, despite an extensive search throughout the city that included tracking dogs and beefed up Hartford and state police patrols. On Wednesday, the 23-year-old Ramirez, accused of sexually assaulting an underage girl four months ago, remained at large. 'We're still investigating how this situation occurred, and once that's done, we'll obviously take corrective action,' said Christina Polce, a spokeswoman for the state Department of Correction. Ramirez, a Hartford man who was charged in December with sexual assault and kidnapping, walked off the grounds of the correctional center about 9:30 p.m. He was supposed to be on board a transport van taking him to MacDougall-Walker Correctional Institution in Suffield, where he was being held in lieu of $500,000 bail. But when the van took off, correction officials did not notice that Ramirez was missing until it was well on its way, state police said. State police were then called in to investigate, but by that time, Ramirez had been able to get away, said Sgt. J. Paul Vance, state police spokesman. Polce said Ramirez was taken to Hartford on Tuesday morning to appear in Superior Court. She said it is customary to bring prisoners to Hartford Correctional Center after their court appearances. 'It's a place to keep them held until they have appeared and then keep them held until all the other inmates have appeared,' she said. Ramirez is described as about 5-feet-6 and 130 pounds with short black hair and brown eyes. Vance said police Wednesday were searching the neighborhoods near Ramirez's former home in Hartford. He said several people called police early Wednesday to report seeing a man in a prison jumpsuit walking in Hartford, but police were not able to find him. |
