A former officer at the Kennebec County (Maine) jail who had consensual sex with a female inmate has been arrested and charged with sexual assault, police said. Roger Lee Bellavance, 36, is being prosecuted because it is illegal for supervising officers to have sexual contact with inmates, said Kennebec County Sheriff Everett Flannery. Bellavance, of Rome, was indicted by a Kennebec County grand jury on a charge of gross sexual assault. He was arrested Tuesday. The incident occurred on Sept. 15, 2001, while Bellavance had supervisory authority over the inmate, according to the indictment. The inmate did not file a complaint, Flannery said, adding that the incident came to light after a second inmate told another officer about it. An internal investigation began, and Bellavance was placed on paid administrative leave, Flannery said. Once the investigation was completed, he was fired. Bellavance posted $5,000 worth of property as bail. He is scheduled to be arraigned Friday. |
